Philip Russell, PhD

Dr. Philip Russell is a retired police commander, Medal of Valor recipient, and university instructor, and one of the leaders of Riggs Ventures, where he helps direct the firm’s day-to-day operations and client engagements. Shaped by nearly 30 years in public service and law enforcement, and by a heart formed in ministry, he works with executives and organizations on strategic decision-making under pressure—turning strategy into execution with tactical insight, academic depth, and conviction-driven leadership. He holds a PhD in Leadership.
